Your telegram No. 133.

I am consulting Consul General at Canton but I

fear there is little scope for mediation between partiss

in actual conflict at present.

Governor by present administration is opposed by Japan.

ese through whose influence salt money released at

Canton was withheld from him. His opponents Li and

Tsen who enjoy Japanese support are suspected of separ- atist tendencies and are thoroughly distrusted.

unauthorised by (?)
